Dr. Liew Chin Seng

Dr. Liew Chin Seng is a sustainability practitioner who bridges operational engineering and sustainability strategy. He is the founder of Scout360, a startup developing an affordable ESG software that helps companies collect, manage, and report ESG data in a simple, credible, and audit-ready way.

Dr. Liew began his career with PETRONAS, managing utilities such as water, wastewater, and energy systems at a downstream oil and gas plant, where he gained experience in resource optimization, operational efficiency, and HSE compliance. Seeking greater purpose, he later joined a sustainable eco-resort in New Zealand, exploring sustainability practices in hospitality.

He holds a PhD in Waste Management and Sustainable Energy from Universiti Teknologi PETRONAS, where his research focused on waste valorization, biodiesel production, and life cycle assessment. His research also brought him to Hiroshima University, Japan for an exchange, contributing to cross-disciplinary sustainability projects.

A certified Net Zero Carbon Emission Leader and GHG Lead Verifier, Dr. Liew is passionate about bridging research, technology, and practical sustainability. Through the think tank, he aims to contribute to credible ESG reporting and help accelerate sustainability adoption among SMEs and emerging industries in Malaysia.
