The economy of Sabah, a Malaysian state in the northern part of Borneo Island, has fallen into a slumber during the Covid-19 pandemic, with the lowest growth among the country's states. Sabah's economy has mainly been driven by commodity-related sectors, especially agriculture, mining, oil and gas, and tourism -- making the state and its people dependent on the global markets and vulnerable to global economic shocks. This vulnerability has been exposed during the pandemic in the form of a high unemployment rate, which increased from 5.8% in 2019 to 9% in the third quarter of 2021 compared to 4.7% nationwide, according to Department of Statistics Malaysia. Many of these job losses have involved low-skilled workers in the primary sector.

Sabah created new history by achieving the highest ever state revenue surpassing RM5 billion last year, despite the challenges from the Covid-19 pandemic. The state's economic growth in 2021 showed a recovery trend and continued to grow slowly at a positive rate of 3.8 to 4 per cent, said Chief Minister Datuk Seri Hajiji Noor. In 2020, he said the state's economic growth declined by 9.5 per cent which was significantly less than the expected decrease of between 15 and 19 per cent.

Sabah needs to go all out to lure investments which should be the new growth driver for Sabah, said Qhazanah Sabah Group Chairman, Datuk Seri Dr Salleh Said Keruak. He said this was necessary as for many years, Sabah did not receive a huge amount of investment. “Over the past 40 years, based on the reported figure of the total approved investments by Mida in Sabah, in most years total investment was less than a billion. “Certain other states like Selangor and Penang received over a billion a year without fail most of the years. -- Industrial Tree Plantation (ITP) is a game-changer to revive Sabah’s timber industry to its former peak production of 12 million cubic metres in the 1980s, said Chief Minister Datuk Hajiji Noor. He said ITP, an innovative public-private partnership between the Sabah Government and timber industry to reduce and relieve pressure on tropical timber and the forest, is projected to earn RM7 billion per year from timber exports. Hajiji said, under the ITP initiative, the timber industry players in Sabah's private sector will plant 80 million trees in 10 to 12 years involving an investment of RM4 billion.

Sabah hopes to generate between RM2.2 billion to RM5.6 billion a year through private finance initiatives that focus on nature conservation. Sabah Deputy Chief Minister Datuk Seri Dr Jeffrey Kitingan said this was part of the modernisation and transformation programmes by the government to preserve and safeguard the interests of the indigenous communities. "The success of the nature conservation is expected to attract PFI (private finance initiative) of up to USD10 billion," said Kitingan.
