TIMOR-LESTE JOINS ASEAN: WHY NOW?

Published on 19 Dec 2025

In “Timor-Leste Joins ASEAN – Why Now?” Hyren Gan examines the long and complex journey behind Timor-Leste’s accession as ASEAN’s 11th member in 2025, arguing that the moment reflects not only national perseverance but shifting regional dynamics under Malaysia’s chairmanship. Despite decades of economic fragility, limited human capital, and procedural delays driven by ASEAN’s consensus-based structure, Timor-Leste steadily aligned itself with ASEAN’s three pillars through domestic reforms, capacity-building, and diplomatic persistence. The article identifies three key catalysts for its admission: ASEAN’s 2023 accession roadmap, Malaysia’s sustained political support and mediation under Prime Minister Anwar Ibrahim, and evolving geopolitical considerations amid US–China rivalry and ASEAN’s credibility challenges, particularly following Myanmar’s crisis. Ultimately, Gan contends that Timor-Leste’s membership is both symbolic and strategic, offering the young nation long-denied agency in regional affairs while testing ASEAN’s ability to translate inclusion into meaningful economic integration, democratic signaling, and shared regional responsibility.
