Dato’ Ir. Pathmanathan A/L Krishnan Kutty Raman Nair

Dato’ Ir. Pathmanathan is a civil engineer and CEO of PBAPP and PBA Holdings Bhd since November 2022, with a Master’s in Highway & Transportation Engineering from Universiti Putra Malaysia.

He has led key initiatives to strengthen Penang’s water security, including delivering major Water Contingency Plan 2030 projects, advancing innovative sustainability efforts like Malaysia’s first zero waste water treatment residue recycling project, and promoting water conservation targets. He also oversaw critical infrastructure developments, such as a major pipeline project completed without service disruption, and strategic collaborations like the Perak–Penang water supply initiative.

Under his leadership, the organisation secured significant financing through a RM5 billion sukuk programme for sustainable water projects and achieved strong industry recognition, winning multiple awards in 2025, including a national water management leadership award.
