Mr. Owen Chen

Owen Chen serves as Neurogine Sdn Bhd’s Chief Executive Officer focusing on dismantling financial barriers and democratise access through technological innovation. Since 2014, he has driven Neurogine’s evolution from a promising startup into a recognised regional fintech leader, to build inclusive financial ecosystems that empower large institutions and the smallest micro-enterprises.

Under his direction, Neurogine has developed and deployed a comprehensive suite of secure, scalable solutions including Neurogine n2Tap, a versatile mobile payment platform certified by the Payment Card Industry Security Standards Council under the stringent PCI Mobile Payments on Commercial Off-The-Shelf standards. This certification underscores a foundational commitment to security that permeates the entire product portfolio. Neurogine’s product portfolio includes Neurogine nPay platform, which combines geo-location services with diverse payment options; Neurogine nToken, for secure NFC and tokenisation services; Neurogine nMerchant, a comprehensive merchant acquiring solution; and NeuroginenCommerce, an end-to-end mobile commerce suite designed specifically for SMEs.

These solutions have garnered significant industry validation. In a landmark achievement in November 2024, Visa acknowledged Neurogine as a Visa Partner, certifying Neurogine n2Tap platform for its Tap-to-Phone category. Mastercardhas also accredited Neurogine as a Pilot-Ready MPOS Solution Provider. Both are testament to the robustness of Neurogine’s technology and its alignment with global payment frameworks. Such technological prowess have translated into tangible regional impact with Neurogine’s platforms operational with institutions like PT Bank Pan Indonesia Tbk(Indonesia), Vatannac Bank Ltd (Cambodia), Co-operative Bank PCL (Myanmar) and Bank Kerjasama Rakyat Malaysia Bhd, representing Neurogine’s deep understanding of diverse Asian markets and their unique financial inclusion challenges.

Neurogine’s trajectory has been marked by recognition and accolades including the Malaysia Digital status from the Ministry of Digital Malaysia, World Digital Transformation Leadership Award at the Global Chinese Economic and Technology Summit 2025 and featured in KPMG-HSBC’s “Emerging Giants in Asia Pacific 2022” regional report. Neurogine was November 2025 cover feature of SME Connect, SME Association of Malaysia’s official publication and in January 2026, featured on TV Sarawak’s “Decimal Point”, highlighting its regional role in advancing financial technology.

Believing firmly in the synergy between industry and academia, Neurogine is an active research collaborator with University Malaysia Sabah, focusing on the Micro, Small, and Medium-sized Enterprise segment and contributed to published research on urban farming and digital readiness among MSMEs. Neurogine initiated the UMS-NeurogineTechnology Talent Hub 2024, designed to cultivate the next generation of blockchain and fintech innovators, and maintains active memberships in communities as a member of SME Association of Labuan and Labuan Chamber of Commerce.

Owen graduated Arkansas State University with a Bachelor of Science in Electrical Engineering and holds status as an Associate Member of the Asian Institute of Chartered Bankers where he is a Certified Anti-Money Laundering & Counter Financing of Terrorism Compliance Officer. This blend of engineering acumen and regulatory understanding shapes his outlook at the intersection of technology and finance. He is a member of Asia-Pacific Regional Scout Foundation, Life Member of Korea Scout Association and decorated with awards from Persekutuan Pengakap Malaysia.
