Mr. Victor Sikain

Victor Sikain has over 20 years of professional experience in the Information Technology and Construction sectors. He currently serves as the Acting Chief Research Officer and Head of Project Management Centre at the Institute for Development Studies (Sabah). 

He holds a Master’s Degree in Information and Communication Technology Management, which has supported his work in project planning, implementation, monitoring, auditing, and risk management. Victor is currently pursuing a Ph.D. in AI Strategy for Sabah, focusing on “Adoption Opportunities and Challenges, Policy Framework and Actions for State Government.” His research reflects his strong interest in the role of Artificial Intelligence in supporting public sector transformation and policy development. 

Throughout his career, he has been involved in various projects covering IT initiation, system deployment, project execution, performance monitoring, audit processes, and strategic risk assessment. He has collaborated with various ministries on key development-related areas, including water resource management, organizational behavior analysis, and risk management. 

With his extensive professional background and current research in AI strategy, Victor brings valuable insights into the opportunities, challenges, and future direction of AI adoption in Sabah. 

With his combined experience in technology, project management, policy research, and strategic planning, Victor brings valuable insight to discussions on innovation, governance, and sustainable development.
